To the Citizens of Calvert ISD:

It is a pleasure to be a part of your children's education here in the Calvert Independent School District.  We take our duties seriously as the governance team of the district.  It is our goal for our school district to keep improving and push our schools to be the best in the state.

As most of you are aware, the district has called an election to seek voter approval for the ability to sell facility bonds up to the amount of 3.5 million dollars.  The following are several key dates and times that pertain to this election:

  • Early voting: Monday October 19th - Friday October 30th.
  • Early Voting will take place at the Central Administration Office from 8 a.m. to 5:00 p.m. Early voting will also take place on Saturday October 24th from 8:00 a.m. to 3:00 p.m.
  • Election Day is Tuesday November 3, 2009. Polls open at 7:00 a.m. to 7:00 p.m. at the Calvert Fire Station.

 

There are several items that must also be considered as Election Day approaches:

  • The district tax rate will increase, except for citizens who are 65 years old and have a qualifying homestead exemption, Texas Law exempts you from a school district property tax increase.
  • The first community information meeting is scheduled for Thursday October 22nd at the Spigner Cafetorium at 7:00 p.m.
  • The second community meeting is scheduled for Thursday October 29th at the High School Auditorium at 7:00 p.m.
  • It is anticipated that debt incurred by the district will be paid in full in 15 years at a reduced interest rate (approximately 0% to 2.5%) as opposed to longer terms incurred by neighboring districts in Robertson County and the surrounding area.

 

With the election approaching, every voter has a very important decision to make.  It is the decision of whether or not to renovate your children's school with a new cafetorium, restrooms, and possible new classroom space, new technology, a science lab, early childhood centers, and upgraded safety and security systems.  The district has also made every effort to be sure the most current estimates are available to the voters.  The following is the estimated tax impact on homeowners of Calvert ISD at an assumed rate of 1.75%:

Open Letter to the Citizens of Calvert ISD

Recently, the Board of Trustees of Calvert ISD voted to put before the voters the question of selling bonds for facilities improvement. In order to better inform the voters a little background seems in order.

In May of this year, under advisement from TEA, the board unanimously agreed to a five year vision plan for improving CISD. Key parts of this plan were campus consolidation & facilities improvement. At that time the board voted to consolidate both campuses to the high school location which we have since accomplished. This move was undertaken to cut maintenance and staffing costs and to provide the best choice for future expansion. We were able to do this without a tax increase.

Then, in September, the board became aware of a program under the stimulus program whereby bonds for facilities improvement could be sold at a lower interest rate and a shorter payoff time period. We applied and were accepted under the program. The board voted to put a bond issue on the ballot in November. Because the bonds had to be sold within 180 days of our acceptance into the program we had to place the issue on the ballot for November because the only other opportunity to vote was in May 2010, which was beyond the 180 day time limit. Because of these time constraints we are forced to take a different approach to planning this move. Normally, we would have had a time period to include public input prior to the election as to amounts of bonds to be sold and how they would be spent if the issue was approved by the voters. Although we were approved for the entire amount of 5 million dollars, the board decided that we should limit the amount we could sell to 3.5 million dollars in order to reduce the tax impact on our citizens.

This gave us a list of options that included:

1. Building just the cafetorium.

2. Building a pre-K thru 8th grade building with a cafetorium and a new science lab and computer lab.

3. Some other combination of improvements.

4. Selling no bonds

Since we had to call the election before the decisions could be examined fully by the public our decision means that by passing the bond issue the public would be leaving the decision as to the direction to go to the Calvert ISD Board of Trustees.

So in order to obtain the public's input we will be holding a series of public hearings and town hall type meetings, as well as publishing information as to the pros and cons of these potential choices. This information will include architectural renderings of the proposed building options, as well as the tax impact on our community, the impact of selling no bonds, the impact of allowing our facilities to further decline, the potential impact of possibly losing our schools and the potential for growth in student population and property valuations either or both of which have the potential for lowering the tax impact on our community. We will discuss in detail the tax impacts for each of these options prior to the election so that the voters can be as well informed as possible.

We encourage all citizens to voice your opinions as to the direction they want the Calvert ISD Board of Trustees to take on these important decisions.

In addition, the board has until Feb., 2010 to sell the bonds, which gives us time to monitor economic factors and the potential impact on the community, as well as including the public in all of the decision-making processes.

CALVERT ISD CALLS BOND ELECTION

As part of  the federal stimulus package, Calvert ISD has the ability to address its aging facilities.  Part of the federal stimulus package included subsidies for "Qualified School Construction Bonds" (QSCB).  It allows school districts to issue bonds, with voter approval, and gererally pay reduced interest on the bonds.

Calvert applied for $5,000,000 in QSCB funding last month.  On August 21, 2009 the district received its letter of approval. In a special meeting on Wednesday, September 2nd the Board voted to call a bond election for November 3, 2009.  After lengthy discussions, the Board approved new and improved facility construction with a total project cost of $3,500,000.  The Board opted to ask voters for a lesser amount in order to reduce the tax impact.

"I think it's a sound financial decision and perfect opportunity to improve the instructional environment for our students," noted the Superintendent of Schools, K.L. Groholski.

More details of the new construction project will be coming out soon.  "We will be holding public meetings for community members to see renderings of the facilities and offer feedback," Groholski said.

Health and Swine Flu Update May 1, 2009
Several school districts in Texas and our surrounding area have been temporarily closed in an effort to reduce the spread of the H1N1 flu (Swine Flu). The University Interscholastic League has also delayed all activities until May 11th. As of this writing,


CISD Welcomes Mr. Anthony Hawkins

On April 27th the students of Calvert ISD were treated to a pre-TAKS pep talk from former NFL Player Anthony Hawkins. For the high school, Mr. Hawkins encouraged the students to do their best on the upcoming TAKS and showed them that by making good decisions now they could have more options later in life

.
During the middle school pep talk, Mr. Hawkins gave the students an analogy of a triangle, consisting of the students, the parents, and the teachers and how if one leg of it was not there, then the whole triangle would not be able to stand.

 

Long range facilities plan for the district
Last week the CISD board of trustees approved a long range facilities plan for the district. This plan sets a skeletal framework for the board to carefully examine facility upgrades for the district.
